Representative Foster moved and asked unanimous consent that the                                    
House consider the Senate message (page 3720) on the following at                                   
this time:                                                                                          
                                                                                                    
     HOUSE BILL NO. 527                                                                             
     "An Act relating to entry into the Minto Flats State Game Refuge                               
     for purposes of exploration and development of oil and gas
